User locale various bugs

Hello,
I have a laptop running W10 v1803 French edition.
I encountered the following issues (v4.1.0.2) :
- Visual Studio Code -> display language was in French. Reset to English after "Patch My PC" update.
- WinRAR -> French version installed. English version downloaded and installed by "Patch My PC" (more precisely : localized installation file seems not to be taken into account).

"Patch My PC" options suggestion : initialize the "Application language" with the user locale.

Anyway, congratulations for the idea and your work.
If I could help with anything related to French locale, please tell me. I worked for MSFT for 5 years as senior SDE.
