Starting up app get parse error

Program doesn't load at all, here are the errors

First dialog:

I click OK, and get this exception:

Yes it's installed on my machine. Windows 10.

Anything I can do to help you diagnose the issue? I had it on the release version and on the current insider preview build 10525.

I would recommend uninstalling then re-enabling .NET 3.5 in the programs and features.
