Publishing apps to 2 different Intune tenants

We have 2 tenants, one is Dev, the other is Prod. We would like to have apps and updates for Intune managed on both. We only expect to have a few devices in Dev, but we want to use that with the same apps for testing prior to prod. How can this be done?
