I had exactly the same experience: Patch My PC Home Update locked up and showed this .NET error.

To cure this I first tried to repair Windows Update https://support.microsoft.com/en-us/help/4027322/windows-update-troubleshooter (with no success) and repair the .NET installation https://www.microsoft.com/en-us/download/details.aspx?id=30135 (with no success) but finally managed to figure out a solution:

  • Do a complete .NET uninstall by running Control Panel -> Programs and Features -> Turn Windows features on or off
  • Uncheck .NET Framework 3.5
  • Uncheck .NET Framework 4.6
  • Select OK
  • Restart your PC
  • Re-open Control Panel -> Programs and Features -> Turn Windows features on or off
  • Check .NET Framework 3.5 (check only this single item)
  • Select OK
  • Restart your PC
  • Run Windows Update
This worked for me.
