I'd like to add Oracle SQL Developer to "Patch my PC".

It doesn't have an installer, uncompressing zip file to a folder makes installation.
The configuration is built at first run, saving files into %APPDATA%\SQL Developer , inside there you find home_XXXX.properties that stores installation/unzip folder

To download software you have to accept Licence agreement
64 bit windows version includes JDK while 32 bit version doesn't, so 64 bit version is the best version

Download link (http://download.oracle.com/otn/java/sqldeveloper/sqldeveloper-19.1.0.094.2042-x64.zip) it's not a real downoad link, it redirects to a login page, so you should make login to download software.

I'd like to have QGIS, an open source GIS with CAD capatilities

The most useful version is "current version" (long-term version is intended to be used in production environment, for personal use current version is better)
