Sorry this was my own fault. I hade put /noUpdater switch in the "Modify command line" option. And found that Notepad is disabling the Plugin Admins option if the autoupdater is not installed.

The Plugins Admin option is missing from the Plugins menu.
But it's working with the 32-bit version of Notepad++. Is this made by design?
