I suspect you found the issue!  After reviewing, I found we are pulling the MSI version for the full install, but had the EXE version selected for updates.  I've corrected that, and I'll try again.

The October 13th update for VLC Media Player (3.0.19) is detecting as being installed on computers that are below version, and thus not actually updating them.  We have ~ 250 systems which ConfigMgr is showing as compliant with the update, but all of them are on 3.0.17 or below.

The stand-alone application version of VLC 3.0.19 seems to install and detect correctly.

PatchMyPC-SoftwareDetectionScript.log seems to indicate that the detection script is still looking for 3.0.17
