Title: Can I use the portal and the publisher app?

Hi
Can I use the portal and the publisher app to manage applications in Intune?  If I configure an application in one will it be visible in the other?

Hi there fannda!

Yes, you can! You will see an icon in front of apps that are deployed in the opposite platform (SaaS or Publisher) with a tooltip informing you that app ABC is already deployed using the other platform.
