Print Page - Cannot Create New Folder in Windows 10

Title: Cannot Create New Folder in Windows 10 - Please Help, Tried everything!

To give folks some BG info, I cannot right-click and create a new folder (option does not appear). I cannot click the "New Folder" button in the Windows File Explorer, and see a new folder (nothing happens when I click it). And I can't even create a new folder on my desktop.

This is incredibly frustrating. Anyone have any tips on how to fix this?
