Current version(s) of iCloud will not install on Windows 10, version 1809. Probably should add a check for build < 17763 until they release one that will install properly.

Could this be related to the following Windows 10, version 1809 re-released issue documented below?
Apple has identified an incompatibility with iCloud for Windows (version 7.7.0.27) that may cause users to have issues updating or synching Shared Albums after updating to Windows 10, version 1809. Users who attempt to install iCloud for Windows (version 7.7.0.27) on Windows 10, version 1809 will see a message stating that this version of iCloud for Windows isnÔÇÖt supported, and the installation will fail. To ensure a seamless experience, Microsoft is blocking devices with iCloud for Windows (version 7.7.0.27) software installed from being offered Window 10, version 1809 until this issue has been resolved.

Exactly, We already expired v7.7.0.27 and added iCloud 7.8.0.7 to the catalog back in 31-Oct-18 and it should be working fine for 1809.
Please everyone let us know if you are facing the same issue with v7.8.0.7.

This is an issue with the iCloud installer on Win 10 1809.
So it looks like you "fixed" the issue on the 25th by excluding Windows 10 entirely, not just build 17763 and above (1809).
Also it looks like you misspelled "icloud.exe" as "icould.exe" in one of the rules.
Good catch, we will have a catalog update either later today or tomorrow to have iCloud only excluded on build 1809.
