I get this message now on 3 PC's running Windows 10 latest version. Net Framework latest version is installed on all. Patch My Pc loads but has weird characters and no list of apps to update. Very strange.

I came here to report the same issue.
But after several failed attempts, I ran PatchMyPC once more to generate a copy of the error, and this time it ran normally.
My guess is that one of the apps that I'm following generated a garbage reply when scanned, and it fixed itself after several tries.
I had exactly the same experience: Patch My PC Home Update locked up and showed this .NET error.
To cure this I first tried to repair Windows Update https://support.microsoft.com/en-us/help/4027322/windows-update-troubleshooter (https://support.microsoft.com/en-us/help/4027322/windows-update-troubleshooter) (with no success) and repair the .NET installation https://www.microsoft.com/en-us/download/details.aspx?id=30135 (https://www.microsoft.com/en-us/download/details.aspx?id=30135) (with no success) but finally managed to figure out a solution:
- Do a complete .NET uninstall by running Control Panel -> Programs and Features -> Turn Windows features on or off
- Uncheck .NET Framework 3.5
- Uncheck .NET Framework 4.6
- Select OK
- Restart your PC
- Re-open Control Panel -> Programs and Features -> Turn Windows features on or off
- Check .NET Framework 3.5 (check only this single item)
- Select OK
- Restart your PC
- Run Windows Update
This worked for me.

I also experience this issue and tried the suggested solution to deactivate and re-activate .NET in the features section of my Win10 box.
Unfortunately this doesn't led me to a solution.
The error message still appears and the program terminates at this point.
Any other suggestions what to do?
