ConfigApi error on launch of Publishing Service GUI

We're seeing the attached error message when trying to launch the Publishing GUI.  Have tried restarting the PmyPC service as well as rebooting the box but nothing has helped.  The last update we received was on the 18th of Jan.

Can't seem to find anything around the error so wondering if it's a known issue or something new?
