I am getting the following error on many apps
A web error occurred while downloading the file: SendFailure The underlying connection was closed: An unexpected error occurred on a send.

This is generally a firewall or web proxy. What happens if you manually browse out to the download URL for some of the updates reporting this error?
We have the same error on two updates: Gimp and Wireshark.
If I copy the download URL and paste it in Edge I am able to download normally.
I guess it is different when downloading with PmPC and Edge?

The Publisher will use a specific .net class to connect to the internet in the SYSTEM context. To accurately mimic what the Publisher does, please try to access the URL using the following method:-
• Download PSExec from http://technet.microsoft.com/en-us/sysinternals/bb897553 (http://technet.microsoft.com/en-us/sysinternals/bb897553)
• Extract PSExec
• Open Command Prompt as Administrator
• Run the following from the location that you extracted PSExec: .\psexec -s -i "C:\Program Files (x86)\Internet Explorer\iexplore.exe"
• Attempt to access the URLs again
I tried as you mentioned and I get this error (attachment) for both.
Do you think it's a missconfiguration on our side?

Also, which are the 2 products are we referring to here ?

I cannot check the firewall but I will ask a colleague from the network department.
The problem only occurs with Gimp and Wireshark.
Here are the result from the CSV file:

We were able to get the download for Wireshark working with a Firewall exception.
But GIMP still cannot be downloaded.
I will check the active cipher suites on the server.
I found out GIMP using some Cipher Suites, which were not enabled on our Server.
After enabling and reboot the download works.
