I believe the 43 minute timer is what's left of the "notification + 1 day" deferral period.

We reset everything (no notification, no auto-close), then did a republish.

After waiting a day, we set the notifications to the same as depicted above, then republished.

Users are now seeing the snooze button.

We've republished many times.

Via the "Manage conflicting processes" function we have configured updates for an app (Zoom) to terminate, while providing the ability to defer for one day. The users are not presented with the "snooze" button/option.

Do we have the MCP function configured properly to allow the user to defer?

I believe the issue is with Foxit itself. IIRC they're based out of Asia. Downloading the MSI files from Foxit directly is very, very slow.
