Actually the download links and the installers are the same and working fine for InkScape & VNC Enterprise! Maybe it's something related to your firewall or even you ISP?

Thanks Sven Yes they are usually the same but if we used msi and you have exe it might not remove the exe one then both will be installed. We will check it ASAP anyway

We added a rule in Installable & Installed rules of Skype to detect the file of "Microsoft Visual ðí++ 2015 Redistributable" (msvcp140.dll) and it must be >= 14.0.23026.0 in order to receive updates! This should fix the issue entirety.

We just tested download links of Acrobat Reader & VLC and they are working fine are they still not downloading?

That means version 6.0.1236 is still installed on your PC, You can remove it from the Uninstaller tab, or delete its registry key if you are sure that it's not installed anymore.
