Downloaded cert in itprocach folder ????

after putting pmpc to itprocachmode to keep the installer files incase i needed to install them again

in the folder itprocachmode i found an Oracle cert file
why there is a certificate downloaded in that folder

could pmpc hacked and something trying to install bad stuff
