In previous documentation it was stated that the server location be on-prem. In the recently updated Requirements section that requirement has been removed. Is running the service on an Azure VM supported? Are there any issues with running the service on an Azure VM?

Yes, you can run the publisher on an Azure VM. The requirements page (https://docs.patchmypc.com/installation-guides/intune/requirements)lists the minimum software and hardware requirements needed for the VM you install the publisher on.
