I just confirmed the download link is correct.  It is getting blocked from your side, you will need to make sure that your server's account where the PMPC publisher is installed has access to https://download.gimp.org/pub/gimp/v2.10/windows/gimp-2.10.32-setup-1.exe  If you have any other questions or need to troubleshoot more please submit a case to https://patchmypc.com/technical-support

 Dell made some major changes with Dell Command Update with 4.7.1 and we had to follow accordingly. Unfortunately, when we made changes on our backend to account for Dell's changes, we failed to clear the cache and so the changes we made were not reflected until today. If you republish your "Dell Command Update for Windows 10" Intune App and Update, you should get better results. Note that the regular "Dell Command Update" in our catalog has been expired, as Dell is only supporting the "Universal" version. We'll consolidate "Dell Command Update" and "Dell Command Update for Windows 10" into "Dell Command Update for Windows Universal" with our next Patch My PC Publisher release.

  We allow you to set options Globally at the All Products level but that doesn't mean that the code from the vendors installer file will allow all of those options.  Adobe is one of those vendors that doesnt give us those options.

That should not cause a reboot, there may be another process that caused it. The switches run with that can be found by looking at the show package info or looking at the Modify published updates wizard which is a look into WSUS.  https://patchmypc.com/modify-published-third-party-updates-wizard

  For adobe that would done when you created the custom MST file using their tool to apply to the install or in scheduled task you can turn off their updater  https://www.wintips.org/how-to-disable-automatic-update-in-adobe-reader-dc/, Notepad ++ is a little more difficult  https://community.notepad-plus-plus.org/topic/19241/disable-auto-update-checking-and-update
